#2050 Cannot extract files with cyrillic letter from ZIP-archives created with old version of PKZIP

There is compatibility problem of 7-Zip 16.04 against ZIP-archives which are created by old version of PKZIP (4.00 or earlier): the files with cyrillic letters in their names cannot be extracted because of header error:

The issue had already been vocalized a couple of year ago (see the discussion ), but it is still not addressed.
The problem doesn't happen with ZIP-archives created by an up-to-date version of PZKIP: it uses UTF-8 in headers by default, and if this option is disabled, CP866 is used for both headers.

What exact pkzip versions problem?
Is it 2.5-4.0 ?
