Openning a .zip file in 7-zip causes me to be unable to
open new file explorer.exe from:

1. Start Menu
2. Quicklaunch bar
3. Desktop
4. Run menu

This is true both while 7-zip is open and after it is
closed. However, I am still able to open a new
explorer window if I go into an existing explorer
window and do My Computer -> Right click -> explore.

Killing all explorer.exe and restarting one fixes the
problem.

Yes, I read the existing bug titles, sorry if this is
redundant.
