When opening a raw Windows for Workgroup 3.11 FAT12 floppy disk image with 7-Zip File Manager, it shows short name with file name that equals to the 'long' name. Windows for Workgroup 3.11 predated the use of VFAT and FAT32, so there should not be long file name stored inside the floppy disk image.
I think this is not a bug. The "Name" column in 7-Zip means the most relevant file name for any container. For FAT, it uses the long name if it is present, otherwise it displays the short one. The "Short name" column, on the other hand, is FAT-specific and is always populated with the short name. So, when no long name is present, the short name gets displayed twice.
