i18n file names from command line error

I am attempting to use 7za.exe from the command line to zip up a
bunch of stuff. Some of the file names have i18n characters, for
example:
FranÇais.txt
Español.txt
In case it doesn't display properly, the c in Francais and n in
Espanol are special characters. 7za.exe seems to choke on those
files, and doesn't find them, where as gnu tar, and command line
zip are able to read them.
