In case if file packed an unpacked by 7zip everything is correct.
In case if file is packed by 7zip but unpacked by another zip packer (including Win7 embedded zip shell extension) the difference in file modification date will be +2 seconds

Text file was packed with password by command line version of 7zip: 7-Zip 9.20 Copyright (c) 1999-2010 Igor Pavlov 2010-11-18
Unpacking was done by:
- UI version of 7zip 9.20: time values are equal in original and unpacked files
- Win7x64 embedded zip shell extension: difference +2 seconds
- TotalCommander's zip packer: difference +2 seconds

    DOS timestamp precision is 2 sec.
    7-Zip stores NTFS timestamps and DOS timestamp for files in ZIP archive.
    Win7 embedded zip uses only DOS timestamp.
