Z-buffering problems with harbours.

Harbour texturs appear and disapear as the map is
zoomed, and appear in a grille-type pattern when the
map is tilted. This is consistent with Z-buffer
precision artifacts for cards (like mine) that use
16-bit Z buffers. It can be fixed by adding more
vertical space between the harbour texture and the
underlying map tile.
System is a Celeron 366 with 128 megs of RAM, Voodoo 3
2000 or 3000 graphics card, Win98. Display is 1024x768
at 16 bpp (V3 only renders 3D to 16 bpp buffers).

This problem only seems to manifest in network games
(hotseat didn't show it).

Update: Hotseat has decided to manifest this problem too.
Most likely I'd just zoomed in closer the first time, as
it's most severe at far zoom.
