Settle v0.4 Released

Settle v0.4 has the following features.

* Time Entry and Tracking, for both Projects and Internal Leave Codes, tracked by employee, date, and Project/Leave Code (or Costing Code), with mandatory comments.
* Missing Time Algorithm, to ensure that employees and managers are aware of gaps in time entry
* Time Entry Reporting, for easy reporting and management of time, by Employee, Company, Costing Code, and date range. Output in PDF and HTML supported.
* Easy Administration - once the database connection is configured, all other application administration can be conducted from the Browser using 'Environment Variables' screen.
* Administration screens for Employees, Users, Costing Codes and User/Role Mappings
* Robust, built-in authentication and authorization scheme, with flexible roles
