#10 Self Serve for Employee Admin

Add a self server function for Employee Admin.

Employees with self-serve options should be able to
change thier tombstone data, but only for themselves.
They will not be able to change thier company,
username, or default weekly hours. They shoud have no
Add functionality.

Fully authorized users should be able to pick any
employee, and change any attribute, plus add new employees.
