Well, the HTML-docs are for anybody interested ;-)

That's what I have planned with the source tarball.

Currently the HTML-docs are build when they need to, either
because they are missing or because they are outdated. For
someone who builds from SVN instead of the source tarball
I think we can expect all maintainer tools.
