"max r-o copies" setting is bogus

set
- the number of copies that can be opened manually is
restricted by the setting - against SET's claims.
- if the max number is exhausted and i try to open a copy
while being in a copy, it focuses the original. not strictly
a bug, but unexpected.
- the setting is pointless at all, because automatically
opening multiple r-o copies is pointless: they are used to
display locations referenced by a message window, and
there is only one active item in that window at a time.

but why would somebody want it? i mean, if you limit the the
count to non-one, it is more or less indeterministic in which
window which error message will be displayed. i don't see any
benefit in having multiple views of a file in this case ...
