the retry interval should be configurable on a per
server basis.

Starting to wonder if this is something that is actually needed.

it would be a significant amount of infrastructure tweaking and if we
were to be accurate about the retest timing it would mean an extra
thread running for each server.

I'm thinking a better solution would be to implement a way to change the
global retest interval

I'm not feeling a big need for this so I don't plan on
coding it any time soon. If someone else does please holler.
If someone else submits a patch I'll happily add it in.
