Improved IniFilePath() to handle missing folders/files seamlessly.

Renamed TreeState ini file section to gui; Moved splashscreen flag to gui section of ini file; renamed Remote FUnctions tab to Remote; created new IFA tab and populated tab with checkboxes etc - need to be tied to DB parameters

Removed frmOptions.vb and dependencies from repository

Removed Options sub-menu from Tools menu. I haven't used Options in 15 years.

Remove DB tree function updated

Moved ini folder code into a separate function and added another constant for ini folder location.

Near to having DB tree management working ok, splashscreen ok. Need to establish DB connection automatically

Added Chief Endpoint option to settings screen in MP-OptionsScreen.php (Brandle)

gave up on ConfigurationManager read code and just did ini file reader by hand
