Commit [r467] Maximize Restore History

RC of enhanced meta-SEOW barraging support; Need to build barrage termination in SQF for destroyed barragers. Cleaned up Cancel Barrage code in MP-Head.js, and UnitBearing change code in MP-UnitBearing.php; tightened SQL for metadispersion in MP-SQL.php to prevent double-crew bug and spurious dispersion.
