Added SEOW_IncomingRocket.ogg to distinguish artillery barrages from rocket barrages. Updated MM-BuildMissions.php to copy new sound resource and to adjust rocket barrage timings etc.

RC of SEOW actions revisions: Now commands can be given to other soldiers in your unit by using action hotkeys. Also the special soldier classes and emblems have been placed into separate SQF libraries, to improve code changeability and modularity. MM-BuildMissions.php altered to include the new files in the mission resource list.
