Please consider “.” as decimal point. The error message will not appear upon providing the correct pattern. The exchange rates field accepts the following patterns:

• 0.23
• 10.23

Sorry, the problem is not the decimal point, but the limit to only two decimal digits that causes the same identical warning (see screenshot).
I suggest to allow more precision to the exchange rate (very important in countries like Somalia, where the exchange rate with USD is very very low) and to specialize the warning message.
