#29 500 errors when trying to do site config

After install I'm trying to perform site config via configwizard. For values that need to be added (Add timezone etc) a new window appears but this contains no content when using chrome. Switch to IE and values do appear. However, after completing all items and attempting to save I get continual 500 errors not able to handle this request.
The same result when trying to amend password or save any element of the config. Uploading logos or images also does not complete.Within the sections even if you enter one value manually that doesnt require any kind of lookup this is not retained on saving and moving to another of the 5 config areas.

Would appreciate any insight or advice you can offer here please.

Also> what is the highest level of PHP and database you support and what additional packages for php is required?
