You will want to install a version of Perl that runs on Windows. I
know quite a few people like strawberry perl, there is also active
WordNet also has a version for Windows that you'll want to install.
Once you've installed Perl and WordNet, you should be able to install
WordNet::Similarity and WordNet::SenseRelate::AllWords like any other
Perl module on whatever version of Perl you are using.
