#4 Implementation of SNPP command: SUBJECT

Hello. This is a request for implementation of the
SNPP "SUBJECT" command. :)

Seriously, I don't know much about TAP, so maybe there
is a good reason that sendpage does not handle SUBJECT.

I'm not sure how this could be handled, since the TAP
protocol doesn't really define a place for the "subject".
I'll keep it in mind, though.
