Hi Michael, that's strange. Is it a new and fresh wiki, or did you upgrade a used one? Basically, it is possible to restrict viewing privileges in MediaWiki by namespace (although it requires patching), so it could be that the Relation: namespace is restriced for viewing by log in. Also, it could be that the wiki is restricted with regards to creating pages, i.e. that you need a login in order to create a page (and by clicking on that red link on the Special:Relations you wanted to create a new page). But then I wonder how you could have created the city page in the first place.
