That could be an unnecessary line - there were some changes made to character escaping in SF, but I never tested them with FCK, sadly. If you comment out that line, does the form function correctly?

Using semantic forms 1.9. this part will be loaded in the free text area
in my form.
However because of line 1205 in SF_FormPrinter.inc which reads like
$free_text = str_replace( '"', '&quot;', $free_text );
the page content is messed up.
Is there any reason why the " are replaced with the html entity?
