There's no good way, unfortunately, to have SMW store the kind of two-dimensional data you're talking about; and having SMW be the back-end of a polling interface is probably more work than it's worth as well. I'd suggest seeing if there's already a MediaWiki extension that does what you want; if not, see if there's an embeddable polling utility anywhere out there that does that kind of time-based graphing; if so, you could easily embed it into the wiki using the Widgets extension.

Barring that, you might have to consider creating a completely new MediaWiki extension.
