#30 mavenize build process and site

The attached patch can be used to migrate
securityfilter build process to Maven (in parallel with
keeping classic ant script).

It may be used to maintain and document dependencies
and build site/documentation.

Please notice java target version is set to 1.3 to
avoid compatibility troubles as exposed in
http://sourceforge.net/forum/forum.php?thread_id=1205171&forum_id=200424

As far as nothing specific to JDK 1.4 is used in
securityfilter, 1.3 should be prefered as target as it
is required for some application servers, like
Websphere 5.0.x.
