I copied SebWindowsConfig.exe in directory where SEB is installed (C:\Program Files (x86)\SafeExamBrowser), and it will run fine. But you can't save any changes. I'm getting this exception when I click on "Save Settings As..." button on "Config File" tab:

Sorry for the problem. SebWindowsConfig.exe currently needs SafeExamBrowser.exe to be in the same directory. But it's not working with the released build of SEB 2.0RC. It was running on my developer machine and I didn't realize there I changed something compared to the released build.

I uploaded a new zip file containing SebWindowsConfig.exe together with a new build of SafeExamBrowser.exe. This should work.

Installation: Unpack this SEBConfigTool.zip file (right mouse click -> Extract all) and use SebWindowsConfig.exe from this directory (don't delete SafeExamBrowser.exe from this directory).

Perfect! Was able to save a seb file now, double clicked on it and Safe Exam Browser opened with the new configuration.
    Thanks Daniel!
