We use SEB on Windows 10, and have 2 Keyboard layouts installed for our users:
Deutsch - Österreich (which is the default)
and
Deutsch - Deutschland
When SEB ist started while "Deutsch - Österreich" is selected, it will display "DEU" in the bottom right, indicating a German keyboard layout, but it will use an English layout.
German layout can only be used after clicking on "DEU" to switch the keyboard layout inside SEB to "Deutsch - Deutschland".
What does the tool tip of the keyboard widget show, when you start SEB and it uses an English layout? In case you haven't seen that there is a tool tip: You move the mouse over the control (in this case the keyboard widget) and wait a second, then additional information for the control is displayed.
It's almost unexplainable why there would be an English keyboard layout inside SEB if you haven't activated that also in Windows. SEB should only be able to switch between those layouts which are activated in Windows.

even though there is no english keyboard layout activated in Windows, it still switches to "English - USA" when i click once on the widget, the second click gives me "Deutsch - Deutschland" which actually works as a German layout.
The installed keyboard layouts in Windows 10 are "Deutsch - Österreich" and "Deutsch - Deutschland"
I have the exact same problem using our configuration file, and using no configuration file at all and just starting SEB, so it cannot be an issue with our config file.

the keyboard layout problem seems to be fixed in SEB 2.2pre
however, there is a new issue: opening SEB directly works just fine, but if I open any SEB config file, it fails to load the SEB taskbar, and instead shows the windows taskbar, enabling me to open or switch to any app

We will investigate the issue you observed. SEB 2.2pre currently is really only a preview and cannot be used yet productively. But we plan to release SEB 2.1.4 in the next few days and we would include the keyboard fix there.

The keyboard problem should als be fixed in SEB 2.1.4, please test the pre-release version from our testing repository and let us know if it works for you. We will release SEB 2.1.4 in a few days, sooner than SEB 2.2 which will take more time to finish.

I just tested SEB 2.1.4. It does fix the problem, and seems to work fine in general, but there is a small albeit cosmetic problem that did not exist before: the keyboard layout widget in SEB does not bear a label (it used to say "DEU" or "ENG" depending on german or english layout picked). Once you click on the button to change the layout, the label re-appears.
