1) is this an unofficially managed SDL 1.2 port or an SDL 1.3 port?
2) why has development stopped? I'd like to see what can be done...

You might consider another implementation:
http://gitorious.org/0xdroid/external_libsdl-12

It is Android port (video and input) of libSDL 1.2 branch. Native Android SurfaceFlinger and EventHub/libui support.
