#767 New Makefiles for pic14 and pic16 libraries

The existing solution keeps causing build problems, such as [bugs:#3140].
Furthermore, the pic16 libraries currently end up in the wrong directory which breaks regression testing.
New Makefiles, perhaps derived from those for other targets, would solve these problems for good.
