I think that screenshot it actually of fvwm and not scwm.
Scwm has been in a state of bitrot for many years (6 or 7?). I have
been (slowly!) bringing it up to date to work with Guile 1.8.x. No
promises of when a release will be available.
In the meantime why don't you check out fvwm? It's in active
development, *completely* configurable, has an active user communuity,
and conforms to the current EWMH standards. See http://fvwm.org and
#fvwm on freenode.
