Is it a fan translation? And I take it is for the floppy version or is it for the CD version?
Next the file that is linked there contain a complete .exe and all .emc files, not a patch file against an English floppy or the like. Is there a known source for such a patch? That would be required, I doubt that distribution there is really legal.

We will *NOT* support it unless there is a legal version of this fan project. This means the translation must be available as a patch, as Johannes explained several times; as long as you distribute modified copies of some original files, your translation is violating copyright in several countries, and as such we cannot support it.
Super simple & short summary: Change the translation to a patch, and we will support it. Until then, we won't support it.

imp700: By the use of a custom tool to apply a list of czech strings to the original english files to make the new one, or at the most basic, the use of a binary difference/patching tool between the base original file and the czech modified one, such as: http://www.daemonology.net/bsdiff/
The resulting patch can be distributed without significant legal issues due to distributing copyrighted original game resources, and can be used by anyone with an original copy to modify it to czech.

Yes it´i just a fan translation. :-( so nothing?
We actually support other fan translations too, but those use some binary patcher.
Anyway you still did not answer whether it is a fan translation of the CD version or the floppy version.
it works on both versions, just replace the files, to the Czech, you can see for yourself here : http://cestiny.idnes.cz/download/run/clanek.D000301_446859.idn
so is it possible ?
It would be possible, but until there is a proper patch against some original English floppy version, we will not add support for it.
Also please do not mess around with the priority and or resolution settings of this tracker item.
Ok i am sorry ... so will it support czech or not?
