This error is pretty far into the game, during the Brain level (the one next to it is Mirrors with Blount and upside-down Blount). When you enter the level, you cannot control Blount, but you can access his inventory. You can also switch to and control Were-Blount, but you cannot switch back.
I've tested this with Goblins Quest 3 CD (v1.02/DOS/English). I've also tried to load the save file on the floppy version (DOS/English(GB)), but the result's the same. Haven't tested it with the original is DOSBox.
I've tested it with Win64 ScummVM 1.4.0git1086-g32c9988 and Win32 ScummVM 1.3.0 stable.

Can replicate with the latest Git and the attached savegame, by renaming savegame to load in Goblins Quest 3 (v1.00).
Will have to play from a new game to see if this is a stable bug.
Not sure of the cause yet, but looking at the script for this scene (EMAP1018.TOT) might be helpful.
This bug is nice to get fixed before the release. Raising priority for keeping the track.
