[Sctl-users] GNU build environment

Hi, 

 I have ported the SCTL build environment to make use of autoconf
automake and libtool. This should actually ease the porting of the SCTL
to other platform. As of now i have  succesully build the  thread
library on a Linux platform. If people are interested in the same i am
make the modification so that Tru64 is also supported.

If anyone is interested please let me know. I will do the necessary
clean up and will send the patch
