No

Screem was unable to locate one of its files.

The default configuration could not be found, this
means that screem doesn't appear to have been installed
correctly and can not continue. If you have just
installed screem then try restarting gconfd.

Do as it says, restart gconfd, this can be done by killing
    gconfd-2 or gconftool-2 --shutdown.

    kill -KILL <pid>

    Then start screem...

is gconfd required to run screem?

yes gconfd is required by screem, gconf can not work without it.

The message displays because after installing screem gconf
needs to load the screem configuration file so it can know
the default settings. killing gconfd will cause it to be
restarted by the next app that tries to use gconf, hence
killing it, then running screem. This only needs to be done
after screem is initially installed. (assuming the package
from a distribution doesn't automatically restart gconf if
screem has come from a distribution rather than building
    from source)
