Commit [r991] Maximize Restore History

-nickserv.c: nettoyage, regroupement

-feature #1293908: retour du topic au login de l'owner si salon en instance de purge (warn)
-main.h: ajout de la macro AOwner()
-Feature #1293916: ajout d'une option de config (bindip) pour spécifier une IP locale à utiliser
pour les connexions sortantes.
-Feature #1197738: ajout de NoInfo comme option de salon, qui empêche l'affichage des infolines
