Fix: closing SQL-fd by mistake was causing erroneous use of one fd for two dataflow (sql/web2cs)

Fix : chanopt::bantime was updated as a UNIXTIMESTAMP in SQL DB instead of a simple (long) integer, causing it to be truncated upon db_chans_load()
