Summary: Add a SQL queue when server is unavailable
Initial Comment:
Currently, sql queries are lost if SQL server is not reconnecting immediatly, we should add a queue system to bufferize query and send them as soon as the server is back online.
Such condition happens when upgrading the server for example.
