Summary: [Web2CS] Let Admins override channel registration limits

Initial Comment:
Web2CS regchan does not let admins register channels if
they already own one or if the name is on the DNR list.

We should enable them to override theses restrictions
instead of creating a new function to handle admins'
regchans.
