Scite_Portable revisited

Finished scite.portable patch. and that ONE was a really tough nut to crack for me..

filepath takes and returns (gui_string) which is a  basic_wstring (wchar_t)
that converts from (std::wstring) Unicode loves to entertain me..
-> checks for %Userprofile%\.Scite 
-> allows to define scite_userhome / scite_home with $(env.scite_userhome).
