Initial public version of cpp_create_links

Done with implementing Events in the vbScript version.
Seemed to be stable enough for that step. While writing the code, i recognized some misbehaviour with WSH autocomplete and fixed it (one liner). There seems to be plenty much good modded Autocompletition code in the net. Maybe we can make use of it sooner or later in this Projects code.
In my private life, im moving towards to the point where all transport boxes are cleaned up an its content beein sorted in my new home.
