#874 Help command in *.properties

It would be nice if F1 in *.properties would open SciTEDoc.html.

I've add this feature plus I've add an anchor target for properties to be able to open e.g. SciTEDoc.html#property-position.tile. I've also added SciTEDoc.html#property- before properties table which opens if nothing is selected.

I've used <tr id=''> where possible to open the browser on the beginning of the row (this is important if the contents of the left cell has a different height than the right cell). I've used <a name=''></a> on other places (if there are more than one property on a row).

    Generally, help on the code you are writing and the APIs you are using is more commonly needed than help for the editor. This is why F1 is bound to a user defined action and "SciTE Help" is a menu item.

    Anchors in the document may be useful.

    Sure. That's the reason why I've mapped F1 to SciTEDoc.html only in *.properties (where you are using a language documented there).
