If SciTE is given a filename via its command line (from a command window, from Explorer, etc.), and the file can't be read (the user lacks read access), SciTE does not give an error message; instead, it puts the filename in the title bar and displays no text.

If such a file is opened from the GUI (File->Open), SciTE does give an error message.

SciTE may be run from a script to perform some processing and displaying a message box would hang the script.

If SciTE is passed a directory on the command line it opens to the File->Open dialog box; wouldn't that also hang a script?

Yes, that can also be considered a bug.
