On my computer the windows task bar is at the top of
the screen and because SciTE positions the window at
coordinates 0/0 by default.

Would be nice if SciTE would consider the position and
height of the toolbar during initial positioning.

This will affect those who have already set properties
taking top or left bars into account. Its simpler to have
the code be dumb and allow use of unusual values that people
    may know work for them.

Yes I agree but when a user who has his taskbar at the top
and launches SciTE for the first time, he won't be able to
see the menu bar --> SciTE is useless without access to the
    menu bar.

What about setting the default window coordinates to (0/60)
instead of (0/0) for new users?

Because this wastes space for the vast majority of people
that have their bars at the bottom.
