#1857 command.mode ending with comma causes crash

To repro the crash, open Global Options File,
scroll to the bottom, and type the text
command.9.=Demo
command.mode.9.=savebefore:no,
(Note trailing comma, which triggers the problem).
Right when the user presses save, SciTE crashes.
Also, SciTE will crash on boot as long as this text is in the properties file.

Confirmed to repro in win32 and likely affects all platforms.

This dates to 3.3.4, so its not a regression in 3.6.7 and will be fixed after 3.6.7 is released.
