I'm using SciTE on ubuntu 13.10 and the key-commands for converting text in upper/lower case (Ctrl+(Shift+)U) don't seem to work (also I noticed they are not documented in the SciTE help page).

Pressing Ctrl+Shift+U and "u" character appears near the selected text as long as the Ctrl+Shift keys are kept pressed.
The "u" character disappear and the text is left unchanged when the Ctrl+Shift keys are released.

I tested both SciTE 3.4.1 [1] and scite 3.3.1 (official version for saucy).

SciTE 3.4.1
libgtk-3-dev 3.8.6
Ubuntu 13.10 (Saucy)

Possibly related bugs: #349 "Ctrl+(Shift+)U are ASCII only".

Recent versions of Ubuntu install a global key binding for Ctrl+Shift+U for entering characters using their Unicode numeric value. For example, to enter "Ħ" into SciTE choose File | Encoding | UTF-8, hold down the Ctrl and Shift modifiers while typing "u126" using the numeric key pad.

Other platforms and some Linux distributions leave the Ctrl+Shift+U key available to applications. You might be able to turn off this behaviour in Ubuntu but I don't know where. Or you could add another key binding to user.shortcuts in SciTE.
