[Scidvspc-users] Windows installable beta

OK, i hacked together a 32 bit windows beta.
It will install as 4.13, but run as 4.12, and
There's no documentaion update at all.

It's the first time i've tried to package with wish 8.6.
It should look nicer, but there will definitely be bugs
though i quashed a few today.

Changes include
* Bestgames has a game context menu instead of 3 buttons.
* Engine Exclude Move(s) feature (New 'Minus' icon, only works when
engine active, and no xboard yet)
* ,  and add a button to popup unrevealed engine icons
* Rearrange crosstable menus a little, and bind crosstable right-click to menu
* Much improved back-ground colour option/feature (Options->Background)
... and i think i've fixed up the stray  vertical line in the gameinfo
(if photos are enabled)
* Make a few windows have small font buttons
* Shift+Wheel scrolls a few widgets horizontally
(Maybe horizontal midele-mouse actions also work ???)
* This might be the first time i've used Gregors fast file open in
windows 32 bit.
(Bases open much faster)
* Break up the long book tuning menubuttons (untested)
* Lots of little bug-fixes.
