Hmm...  made some hacks to the to the linux tcl sound package, Snack.

I also added startup and end sounds. to FICS.

I'm well sick of our crappy sound dependancy, but it now works
passably on my Fed14  system, which is something. Tested it on Mint 15
though, and it's still fairly broken there....
