Ok. This behaviour is *gone*. It must have frustrated me 1000 times,
but i have finally committed a change to subversion. :)

Control-L , Control-P,  etc , no longer toggle the windows Open/Close.
Instead they Open/Raise the windows.

This new behaviour is also in the toolbar, and Windows and Tools menus
(excepting Gameinfo). I'm thinking of releasing a 4.11 beta shortly,
so testing of these bindings/menus would be welcome.
