SciDAVis - Improvements SVN-temp

- updated future.dox and coding.dox

- copied README, CHANGES and INSTALL.html from 0.2.x

- merged the changes to the matrix and table control
tabs from the 0.2.x branch:
# tabs now get the focus when selected in a menu
# removed GUI element shortcuts that may conflict
with the main menu (by pressing Alt+something)
# "Apply" is activated by Alt+y until a better
solution is found (rather low priority IMHO)

- added global option "default numeric format"
- fixed bug #2161232: cell type format issues
Remark:
"Appl&y" can now be activated by Alt+y (should avoid
collisions with menus) and when selected with Shift+Tab
by pressing Space. Using Return/Enter does not really
work well here and could cause several problems.
I also removed the other shortcuts (for the combo
boxes etc.) to avoid collision with menus. These
should be easily reached by Tab or Shift+Tab. The
"Alt+y" solution is not really good as it is
translation dependent. But it should work until
we have a better solution.
