#379 Doesn't import ASCII file (non English format data)

I just downloaded last version (v1.25) and tried many frustrating times to upload a data file with non English format (file 1, attached), specifying the data type and numeric separator in the import dialog.

I only get it when I modify the file to the English format (file 2, attached). This is cumbersome when I have too many files to edit to only them analyze with SciDAVis.

    Verified. For some reason, the ASCII import routine ignores the setting of the numeric data decimal separators field on the import dialog, but rather takes the value specified in Edit>Preferences>Numeric Format>Decimal Separators. If you set your decimal separator preference to using the comma, then file1.txt imports OK. At least that is a workaround for this bug.

    The import dialog should override the value from the preferences tab, defaulting to the preferences value. Instead it always defaults to the English variant 1,000.0. That needs to be fixed too.
