You don't say what version of Scid you are using. In Scid-5.0.2 it works 
like this:

* The order in the PGN file corresponds to the list column "Number".
* The default sort is "RatingDate" which is not what you want.
* Try clicking the "Full" button, which _is_ sorted by "Number".
