#173 Evaluation bar: redraw best move arrow when the board is resized.

When the board is resized, if there is an active engine associated with the evaluation bar and the option "best move arrow" is selected, the arrow is not redrawn immediately.
The best move arrow is draw only when the engine sends a new best move.
