[Sccs-devel] sccs create seems to create a random file

I'm not sure whether this is a bug or not but
sccs create foo
doesn't just create SCCS/s.foo but also an empty file named ,foo (in the current directory). I was unable to find anyhing about this in the POSIX specification. Any ideas?
